What is EKII-10?

EKII-10 is an Environmental Investment Fund support programme that helps individuals replace an old, internal-combustion car with a new zero- or low-emission vehicle.

How much support you can get

The amount of support depends on your situation and whether you hold an “Honorary Family” certificate.

* for a used car: first registration no more than 7 years before receiving support, mileage up to 150,000 km, registered in Latvia for no more than 12 months. Support does not exceed 90% of the car's price; base-configuration price up to €45,000 (or up to €60,000 if the car has at least 6 seats).

Are you eligible for support?

Before applying, it is checked whether the recipient meets the following conditions.

✓ An adult with permanent residence status in Latvia
✓ All application sections fully completed, personal code matches the signature data
✓ Valid declared address, email, and phone number
✓ Did not receive support flagged with violations in a previous EKII-5 audit
✓ “Latvian Honorary Family” certificate (if applicable) is currently valid
✓ The seller reviews the application within 5 business days

Car to buy

The new vehicle

• Zero- or low-emission passenger car (electric / hybrid)
• Category M1 – up to 8 seats
• Available in the TopCars catalogue, listed in the EKII-10 approved car list (VIN number)
• Support does not exceed 90% of the car's price (VAT included)
• No more than €7,200 may be paid in cash

Car to hand over

The old car to be deregistered

• Fitted only with an internal combustion engine (petrol, diesel, gas)
• Category M1 – passenger car
• Registered in Latvia for at least the past year, in the recipient's name for at least 3 months
• Valid technical inspection at the time of deregistration
• Mileage of at least 5,000 km per year (according to CSDD data)
• Handed over to a licensed processing company, with a certificate of destruction issued

Alternative to deregistration: handing the car over to the Armed Forces of Ukraine

An old car can also be handed over free of charge to the Armed Forces of Ukraine through an association supported by the fund. A re-registration document and a copy of the customs declaration are required.
